16 To authorise the Mayor to sign as a correct record the minutes of the
meeting held on 12 May 2010 and note the contents of the minutes of the 10

Resolved - That the minutes of the meetings held on 12 May 2010 be
signed as a correct record and the contents of the minutes of the meeting held on 10
May 2010 be noted.

The Town Mayor gave details of the events he had attended since the last meeting.

19 Attendance by Police

PC Mathews attended the meeting.

Incidents of note included:-

" Two separate incidents of builders having tools stolen
" Two house burglaries
" A local man has been arrested and charge with the illegal possession of a firearm
" Planning for the West Cumbria Run in memory of PC Barker is underway. The run will take place on 18 July 2010 at 10.00am. Various road closures will affect the town centre for a short period of time.
" Total crime in All Saints had fallen to 30 reported crimes (down from 45)
" Total crime in Christchurch had fallen to 45 reported crimes (down from 69)
" PCSO's were continuing to manage disruption on Main Street e.g. traffic congestion and parking.

Resolved - That the schedule of payments in the sum of £31,429.39 as set out

payment.

23b Accounts for the Year ended 31 March 2010

Resolved - That the accounts for the year ended 31 March 2010 be agreed and accepted subject to audit.

23c Audit Return

Resolved - (a) That Section 1 of the annual return relating to the Statement of
accounts be formally certified and the accounts approved and duly signed by the
Clerk/RFO and the Chairman.

(b) That Section 2 of the Annual Return relating to the annual governance
statement be also formally approved and signed by the Chairman and Clerk.

(c) That it be noted that Section 4 of the Annual Return has been duly completed by
our internal auditor.

(d) That it be noted that the required notice concerning the appointment of date for
the exercise of electors rights had been displayed between 17 May - 30 May 2010.

(e) That it be noted that the Clerk would send the documentation required by the
external auditor as soon as practicable prior to the 2 July 2010.

Resolved - That a grant of £150 be given towards the purchase of a new
homoepathic kit.

24 Schedule of correspondence, notices and publications

Resolved - That the letter of congratulations received from P Fisher be noted.

Agreed - That these new powers be noted.

Agreed - That the letter of thanks be noted.

24d CALC Circular

Agreed - That the content of the circular be noted.

24e Redevelopment of St. Leonards Court and Manor Court

Agreed - That the approval of planning consent following appeal be noted.
25 Clerks Report

Those present considered the content of the Clerks report.

Resolved - (a) That the content of the report be noted.

(b) That a fire risk assessment and a flood risk assessment be carried out on Victoria Hall.

(c) That the completion of re-surfacing works at Tarn Close be noted.

(d) That the invoice in respect of the London Community Gospel Choir in the
amount of £6,400 be endorsed and that this sum be reimbursed by the Festival
Committee upon receipt of their grant funding.

(e) That it be noted the wi-fi was now available in the tourist information centre.

(f) That repairs to the boundary wall be authorised.

(g) That the allotments and private gardens be judged as soon as practicable and
that the awards evening be held on 9 September 2010.

(h) That the £50 non-cash prize be converted into cash.

(j) That the date of the next meeting be amended to 14 July 2010.

(k) That the grant applications for the Memorial Gardens be developed further.

(l) That advice be taken regarding the tree outside Day Services.

(m) That planning permission be sought to half the size of the boundary wall.

(n) That ISS Waterers be asked to provide costs to plant tulip and daffodil bulbs
Instead of winter bedding.

26 Briefing Note from the Cockermouth Town Centre Flood Recovery
Co-ordinator

Dr Tickner was currently working on several work strands, these included:-

" Main Street Improvements
" Millers Bridge
" Marketing and Promotion
" Business Returns
" Shop Art

Members were pleased to note that Stobbarts had been appointed to construct the footbridge. Works were expected to take four weeks.

As at 8th June 2010 there were 137 businesses trading from their original location up by 4 since last month, 15 still relocated, down 3, work was in progress at 54, down 3 and 9 awaiting instruction.

Agreed - That the contents of the briefing note be noted.

27. A Locality Plan for Cockermouth

Social Regeneration Consultants (SRC) have been appointed by Allerdale
Borough Council to prepare a locality Plan for Cockermouth and the
surrounding parishes. This involved establishing a baseline of current
information, involving a wide range of local people and interested
organisations, building a consensus about Cockermouth's future direction
and producing an action plan setting out the steps required to tackle the
towns priorities as well as identifying funding opportunities.

That - The process be endorsed.
