Resolved – That the minutes of the meeting held on 15 September 2010 be

76 Declaration of Interest

Councillors Tyson & A Smith declared a personal interest in item 7 due to being
members of the Development Panel.

Councillor Jackson declared a prejudicial interest in planning application

Councillor Tyson declared a prejudicial interest in planning application 2/2010/0542
due to having spoken at a previous Development Panel about the application.

78 Attendance by Police

A police representative attended the meeting and reported as follows:-

A male was arrested for drink driving and taking a motor vehicle without consent
There has been a noticeable increase in shoplifting in the town centre, persons have been charged or are on bail
Three teenagers had been taken to hospital suffering the effects of alcohol. Work is ongoing with schools about the dangers of alcohol.
There have been a number of seizures of cannabis in the town

Total crime in All Saints decreased from 39 to 32 offences and crime in Christchurch
decreased from 75 to 34 offences.

Councillor Smith asked when the boarding would be removed from the former crack
House on Fairfield Court

83a Schedule of Payments

Resolved – (a) That the schedule of payments in the sum of £61,018.00 as set out
in the expenditure transactions approval list be formally approved for
payment.


83d Audit for year ended 31 March 2010

Resolved – That the annual audit return be approved and accepted by the Council.

83c Harmonic Society

Resolved – That the Harmonic Society be give £50 towards their Christmas
concert.

84 Schedule of correspondence, notices and publications

84a Taste of Cumbria Weekend

Agreed – That the letter of congratulations be noted and a copy passed on to Katie
Reid, West Cumbria Tourism.

84b CALC

Items of note this month were the abolition of the Standards Board Regime and
Audit Commission by the Coalition Government.

Agreed – That the Circular for October be noted.

85c Annual General Meeting of CALC

Agreed – That the AGM scheduled for 6 November 2010 at Westlakes Campus be
noted.

85d Corporate Plan – Cumbria County Council

Agreed – That no response be made in respect of Cumbria County Council’s
Consultation with regard to their corporate plan.

85e Local Council Precepts

Resolved – That the Town Councils precept be set as per the usual deadline.

85f Road Closure Order

Agreed – That the road closure order in respect of BBC Children in Need on 19
November be noted.

85g Road Closure Order

Agreed – That the road closure order in respect of the Cockermouth Revival
Rally and Run on 17 October 2010 be noted.

85h Service 58, Maryport

Resolved – (a) That the revised timetable for Service 58 be noted.

(b) That Councillor Nicholson seeks to prevent the Cockermouth Town Service being re-directed.

85i PARCS

Resolved – That two parcs sessions at a cost of £90 per session be endorsed
for next year.

85j Rotary Charitable Golf Tournament

Agreed – That the letter of thanks be noted.

85k Development at Wakefield Road

Resolved – That the proposed development of 38 new flats on the site of the old Manor Court building be named Bridge End Court.

85l Environment Agency

Agreed – That the September 2010 Newsletter be noted.

Agreed – That the contents of issue 1 be noted.

85n Paint the Town Pink Week

Resolved – (a) That the letter of thanks be noted.

(b) That a letter of thanks be sent to the Soroptimists regarding their campaign.

85o Fletcher Christian

Resolved – That the collection of articles relating to Fletcher Christian be
deposited with the Town Council.

86 Clerks Report

Those present considered the content of the Clerks report.

Resolved – (a) That the content of the report be noted.

(b) That S Cain be authorised to repair the two front windows at an estimated
cost of £300.

(c) That the Cockermouth Flood Action Group be given permission to dig a 30m
trench within the Gote Road Allotments as part of flood defence works.

(d) That Mrs Tuck be informed that the restoration scheme did not include plans
to reduce the height of existing trees.

(e) That the £50,000 invested with the Cumberland be re-invested for a further
year.

(f) That further details be sought from Mr Robson regarding his stand.

(g) That councillors Standage and Tyson be nominated to serve on the Edward
Lamb Waugh Trust.

(h) That councillor A Smith be re-nominated to serve on the Cockermouth and
Papcastle Recreational Trust.

87 Briefing Note from the Cockermouth Town Centre Flood Recovery
Co-ordinator

Dr Tickner was currently working on several work strands, these included:-

Agreed – That the contents of his report be noted.

88 Midsummer Festival

Agreed – That the information provided regarding ticket sales, attendances and
number of volunteers be noted.

89 Town Waters

Members considered the contents of a complaint letter from Mr Norman regarding
the permit price increase, the introduction of a 4ft worming height and opening
of Town Waters.

Resolved – That Mr Norman be informed that the Town Council would be
contacting existing permit holders regarding the rule changes early next year.

90 Cockermouth Fair

Councillor Smith had received an enquiry regarding the re-location of the fair on Main
Street instead of on Sainsbury’s Car Park.

Resolved – That the enquirer be referred to Allerdale Borough Council as they were
the responsible body.

91 Date of the Meeting

Agreed – That the next meeting be held on 17 November 2010.

Resolved – ‘That under the Public Bodies (Admission to Meetings) Act 1960, the
public be removed for the following item of business due to the discussion of a
contract’.

92 Town Hall Basement - New Lease

Members discussed the proposed heads of terms for the new lease with Cumbria
County Council in respect of the basement area of the Town Hall.

Resolved – (a) That all the terms outlined the report be agreed except the rent
payable per annum, this was agreed at the revised figure of £9,250 per annum.

(b) That the Councils Solicitor be requested to draw up the new lease and to also
negotiate terms for out of hours use by the Town Council.
