100 To authorise the Mayor to sign as a correct record the minutes of the last
meeting

Resolved – That the minutes of the meeting held on19 October 2011 be signed
as a correct record.

101 Declaration of Interest

L Davies declared a personal interest regarding item 7 due to being a member of
the Development Panel. Councillor A Smith declared a personal interest in any item
related to Allerdale Borough Council due to being the Council Leader.

The Mayor had attended the following events:-

103 Attendance by Police

The main issues arising from the policing report were:-

Increasing high visibility police patrols in relevant areas and dealing with youths who behave in an anti-social manner
13 offences were committed in Christchurch Ward
7 offences were committed in All Saints Ward
Home owners to be advised to take precautions to ensure that all buildings are properly secured
Police to liaise with David Bell from Highways regarding the enforcement of parking in the middle of Main Street

Recommend – Refusal due to concern over the speed vehicles travel down Lorton
Road and dangerous exit on to Lorton Road - an up to date traffic speed count is
required. The Town Council were very disappointed that the development no longer
provided an element of affordable housing

of the existing boundary wall. External alterations to replace existing windows, doors

Recommend – Approval

105b Tree Works, land at Victoria Court

Recommended – That an objection be raised to the removal of the 2 healthy trees
and that no objection be raised to the removal of the dead tree subject to it being
replaced.

105c Tree Works, Cockermouth Cemetery

Recommended – That no objection be raised to the tree works proposed.

105d Tree Works, land at 30a South Street

Agreed – That it be noted that permission had been obtained to fell the sycamore
tree on land at 30a South Street.

106 Highway Matters

Resolved – That the following issues be reported:-

Clerk to find out if the 2 no entry bollards at the bottom of Low Sand Lane can be replaced.

107a Schedule of Payments

Resolved – That the schedule of payments in the sum of £20,446.82 as set
out in the expenditure transactions approval list be formally approved for
payment.

107b External Auditors Report

Resolved – (a) That the 2011 Annual Return be approved and accepted.

(b) That the issues raised in the annual report be noted.

108 Schedule of correspondence, notices and publications

108a Draft Recommendations on the new electoral arrangements for Cumbria
County Council

The Commission is proposing a council size of 84, the same as at present.

The Commission is further proposing to alter the allocation of county councillors in
some of Cumbria’s districts but Allerdale will retain its current allocation.

Agreed – That the draft recommendations on the new electoral arrangements for
Cumbria County Council be noted.

108b Connecting Cumbria

Agreed – That the content of the November 2011 newsletter be noted.

108c Community Infrastructure Levy

The community infrastructure levy allow principal councils to choose to charge a
Levy on new development in order to raise funds to meet the associated
demands placed on the area and to enable growth. The new system applies to
most new buildings and charges are based on the size and type of the new
development. Charging authorities may spend receipts themselves or pass funds
to other bodies. Clause 103 of the Localism Bill will enable a meaningful
proportion of receipts from development to the parishes where development
takes place.

Agreed – That the consultation be noted.

108d Cumbria Association of Local Councils

Agreed – That the minutes of the AGM held on 5/10/11 be noted.

108e CALC Circular

Agreed – That the content of the November 2011 circular be noted.

108f Cumbria Minerals and Waste Development Framework

Recommended – That no objection be made to the inclusion of an area of search
for sand and gravel in the M12 Roosecote Quarry Extension near Barrow in
Furness.

108g Proposed termination of the Cumbria Control Function

Resolved – That a letter opposing the cuts be sent to Cumbria County Council.

108h Local news and views

Agreed – That the content of the Autumn 2011 edition be noted.

108i Parcs Scheme

Resolved – That two additional play sessions at a cost of £80.00 each be agreed for
next year subject to the scheme being better advertised.

108j Colne to Skipton missing rail link

Resolved – That a letter of support be sent to Tony Cunningham M.P.

108k Cockermouth Town Guide Working Group

Agreed – That the minutes of the meeting held on 18 October 2011 be noted.

108l Front Runners Steering Group

Agreed – That the minutes of the meeting held on 3 November 2011 be noted.

108m Main Street Heritage Improvements Group

Agreed – That the minutes of the meeting held on the 18 October 2011 be noted.

108n Cockermouth Flood Risk Management

Agreed – That the content of the November 2011 newsletter be noted.

109 Clerks Report

Those present considered the content of the Clerks report.

Resolved – (a) That the content of the report be noted.

(b) That options for Victoria Hall and Tourism and Publicity be considered at a future meeting of the Town Council.

(c) That Brown and Armstrong’s quote in sandstone for the new main entrance be accepted in the sum of £10,797.36. This was subject to an inspection of the sandstone being undertaken prior to works commencing and if the £3,000 funding shortfall can not be found from grants it was agreed that the monies be taken from balances.



110 Town Centre Flood Recovery Co-ordinator

Draft Main Street Improvement designs were discussed at some length. Public
consultation will take place on 24/25/26 November in the former Bryson’s shop on
Main Street.

A list of repairs for Market Place have been agreed and are currently being priced
up.

A new Town Guide is being mocked up, the guide will be self-financing and should
produce a return that can be used to update it and for a website presence. The
guide should be available for distribution at the end of January 2012.

Agreed – That the content of Dr Tickner’s report be noted.

111 Provision of a free ride bike park in Cockermouth

Agreed – That it be noted that the site visit will take place on Saturday 26 November
2011 at 10.00am.
