93 To authorise the Mayor to sign as a correct record the minutes of the special
meeting held on 14 October and the minutes of the meeting held on 20 October
2010.

Resolved – That the minutes of the meetings held on 14 October and 20 October
2010 be signed as a correct record.

94 Declaration of Interest

Councillors Tyson & A Smith declared a personal interest in item 7 due to being
members of the Development Panel.

Councillor Jackson declared a prejudicial interest in planning application
2/2010/0877 due to living in Derwent Mills. She left the room whilst the amendment
was discussed.

96 Attendance by Police

A police representative attended the meeting and reported as follows:-

Neighbourhood Policing Teams in Cumbria are being restructured as part of ongoing work by Cumbria Constabulary to prepare for budget cuts and increase the amount of time officers spend in the community.
Preparations for Children in Need and Christmas Lights Switch are in hand
Police have been working closely with Legal Services to resolve complaints about licensed premises
PCSO’s were currently engaged with all the town centre schools, delivering talks to children regarding bullying
There had been 7 road traffic accidents, all of a minor nature mostly caused by either the weather conditions or poor lighting
Dog fouling in the Highfield and Slatefell areas of the town was set as a priority at the Safer Stronger Community Meeting

100a Schedule of Payments

Resolved – (a) That the schedule of payments in the sum of £66,073.60 as set out
in the expenditure transactions approval list be formally approved for
payment.

100b Internal Audit for year ended 31 March 2010

Agreed – That the half yearly report concluding that the Town Council is fully
compliant be noted.

101 Schedule of correspondence, notices and publications

101a Winter Gritting Service – salt for Parish Councils

Cumbria County Council’s cabinet did not approve the continuation of the parish
salt scheme for the 2010/11 winter, instead a small group of Cabinet members will
meet regularly throughout the winter to monitor the situation.

Agreed – That the letter be noted.

101b U2375 South Street

Agreed – That the 5 day road closure from 0800 on Monday 15 November be
noted.

Councillor Smith complained that the emergency closure of Market Place by United
Utilities due to a gas leak had caused mayhem in the town, this situation was been
exacerbated by a lack of information regarding the closure and signage not being
correctly sited or blown over.

101c CALC

The Government plans finally to free local councils from rules dating back to 1894
which requires the use of cheque payments signed by two members of the
Council. Under the changes local councils will be given the freedom to adopt
modern banking methods such as electronic transfers. The changes are
to come into force in 2011 following consultation and the necessary legislation
being enacted.

Agreed – That the CALC circular for November 2010 be noted.

101d Bounty Related Material

Glynn Christian is delighted that the Town Council have agreed to take his gift of
Bounty related materials.

His conditions are as follows:-

(a) That the public have free access to and the right to photograph and reproduce
any of the material for which the Town Council will be given full credit.
(b) That the Council undertakes to display prominently at least the Bounty relic
and the Dodd image of the mutiny somewhere the public may easily see them.

Resolved – That the Town Clerk obtains further details of the items to be gifted.

101e Road Closures

Agreed – That the approval of road closures for Switch on Day and BBC Children
in Need be noted.

102 Clerks Report

Those present considered the content of the Clerks report.

Resolved – That:-

(a) The content of the report be noted.
(b) That a flood site survey of Victoria Hall be carried out as recommended by Total Flood Solutions
(c) That the replacement of 5 rotting windows in the basement be authorised at a cost of £2748.85. Cost to be funded from balances
(d) That the replacement of 2 further fixed windows be authorised at a cost of £1168.30. Cost to be funded from partly from balances and partly from savings achieved regarding the purchase of the kitchen units.
(e) That Councillor Standage assists the Town Clerk to obtain prices to clean and patch up the leaky guttering surrounding the Town Hall
(f) That negotiations continue with the West Cumbria Coroner regarding accommodation on the ground floor
(g) That allotment holder 4a, the Gote be given notice to quit and that Council provides one tonne of top soil to replace the soil lost in the flood.
(h) That the management proposals for the Memorial Gardens be agreed.
(i) That the Town Clerk and Councillor Tyson be authorised to travel to Ankara, Turkey to attend the next General Assembly Meeting of Towns Awarded the Europe Prize. Flights were estimated to be in the region of £500 each.
(j) That Allerdale Borough Council be thanked for their offer of 5 days free parking on the run up to Christmas.
(k) That free parking be offered on 21 November, 4,11,18 and 24 December 2010.

103 Memorial Gardens Update

Play Space Design submitted a report which gave details:-

of the responses received to date from statutory consultees
the requirement for planning permission
the timetable for grant applications
progress made to date in relation to the formation of a Friends Group

Resolved – (a) that the report be noted.

(b) That a special meeting be held to approve the scheme.

104 Children in Need

Members considered the latest progress report in relation to the Party with Pudsey
Bear in Cockermouth on 19 November 2010.

The event promises to be a fabulous evening of free family fun raising much
needed funds for this worthy cause.

Members also discussed whether or not to turn on the lighting in the trees for this
event.

It was proposed and seconded that the lighting in the trees be turned on for this
event. A vote was taken 5 in favour, 6 against. The motion was therefore lost.

Resolved – That:-

(a) Progress to date be endosed.
(b) That the actions taken by the Town Clerk and the Cockermouth Flood Recovery Co-ordinator on behalf of the Town Council in organising this event be ratified.
(c) That the lighting in the trees be not turned on for the Children in Need event.

Dr Tickner was currently working on several work strands, these included:-

Taste Cumbria Food and Drink Festival
Shop Art
Children in Need
Recovery Status
Investment
Main Street Improvements

One year on the recovery of the business community was nothing short of
remarkable. Fourteen potential new businesses were looking to set up in
Cockermouth.

Agreed – That the next meeting be held on Thursday 16 December 2010.
